Other methods
A consultant may be appointed on the basis of “expertise and competence” in the following cases:-
(a) if a job requires a high degree of expertise or,
(b) if the consultation is required for a short period of time or if the time to appoint a consultant is short or,
(c) if only certain consultants are qualified to carry out the necessary work or,
(d) If it takes too much time to choose the consultant and the time is insufficient.
